Whether or not a legendary version of a ship is actually better than its non-legendary counterpart depends on the spec switch. So, in that respect, ships with fleet versions are worse than those without as it requires you obtain the base ship, level its mastery to get the trait, then pay modules and fleet credits to get the real T6 version and then level its mastery too in order to run it at full effect. the legendary ships are kinda a tier 6.5ish maybe a 6.1 or a 6.2ish Legendary ships are just T6 ships - they differ from their normal T6 versions, mechanically, only in having a different specialization. They only get T6 numbers when they upgrade to a fleet version, but the fleet version doesn't give the trait. Non-fleet ships that do have a fleet version are, from a numeric standpoint, T5 ships - they have similar hull and shield modifiers and console slots as a T5 ship, but they have the hybrid seating, special mechanics, and starship traits of a T6.
